1. If your wife apply F1 in Canada, how could she prove her tie to this country, you haven't been here too long. In china she has chances, if I were visa officer, I'd believe that she might go to Canada, together with you after graduate. I don't think F1 is easier in China or Canada, in your case China sounds a better choice.

2. Even F1 rejected this year, she can apply again in Canada next year.

3. of course you can apply for F2 anytime after F1 is granted, but doesn't hurt to be a little patient. you can get a B2 for now.

      1. your wife can apply for F1 in China, then landing, have PR card.
      2. you can apply for F2 after your wife get PR card.
      3. if F1 failed in China, ask school keep admission for a year, try F1 next year.

            • sorry, I am not sure, just my personal opinion, if you have stable income in Canada...again B1/B2 suits you better.
