Congress is racing to avert a government shutdown, but it doesn't seem like a resolution is likely ahead of the October 1 deadline. Senator Rick Scott (R-Florida) insists that no one in the government wants a shutdown and that he is "optimistic" a deal can be reached. With shutdowns becoming more frequent, Scott says he is in favor of legislation to end shutdowns. Scott the bill would let the government operate at the same levels it was already operating at. Scott admits it's not "the perfect answer, but it will stop us from having these massive spending bills."
