我朋友现在美国，持H1B签证，想来加拿大玩，顺便在这里申请H1B签证。按我的理解，应该先申请加拿大的visitor visa，然后在这里的美国大使馆申请H1B，是这样吗？
可是看美国的网站，有两点不明白：
1、Proof of legal status in Canada/Mexico: original or certified copy
加拿大的visitor visa算吗？
2、Evidence of qualifications must original or certified copy. Consular officers (in Canada) may refuse to issue a visa to H-1B applicants if their education and/or work experience is solely or predominantly from a country other than the U.S. or Canada.
这条没看懂。
