TN application

I am currently in US. I just got my J1 wavier. Now I am thinking about transfering my J2 status to TN or H1b. I have a couple of questions as below:

1. should I transfer my status in US or go back to canada to get my TN? which way is better? The reason why I am asking this is that I will go back to Canada recently, so why not change my TN when I am back to US.

2. What is the application fee to change status to TN at border or in US?

3. Can I wait for until next April to apply for h1b?
