My experience.......

As long as you have I-797 form(H1-Approval notice), valid I-94 and go back to US within 30 days. You don't need visa.(My case is at that time, I don't have H1 visa on my passport , but I am on H1 status). My suggestion is you have to do your own work. Search the official government policy and print it. Don't trust anyone, only the official policy. Actually some officers at boarder even don't undertand some policy very well. If your case is special and they never have that before, then you might be denied entering into U.S, only because someone doesn't know the policy. So must prepare well. If you can show them evidence, they will listen to you and follow whatever the policy says ( that happens on my case). These days, new updates come up everyday. So do your own work, rely on yourself.

      if you come back to US within 30 days, you don't need to have h-1 visa. it is called visa revalidation. i did that a few months ago.
      but when you cross border, you have to bring your H-1B approval notice, your passport and the landing paper. it would be helpful if you have some letter from your company to prove your employement.

                If he already have the H1-b visa on his passport, he do not need to worry about returning to the US. But he need a visa to enter canada or mexico.
                If he only have approvel of H1-b, he still need a H1-b visa on his passport.
