Uzbekistan has extradited a Canadian citizen to China, where he faces a death sentence.

Huseyincan Celil was sentenced to death in China for human rights work.

The 37-year-old was sentenced in absentia for founding a political party to work on behalf of the Uighur people, a minority ethnic group in the Xinjiang province.

A father of six, Celil fled China in the mid-1990s. He came to Canada in 2001 from Turkey as a refugee and became a Canadian citizen.

The Burlington, Ont., resident has been held in an Uzbekistan jail since March. He was arrested in March while trying to renew his visitor's visa in the capital Tashkent.

A spokesperson for Foreign Affairs said the department informed Celil's family of the development on Monday and is trying to confirm where Celil is being held.

Celil and his wife have three children in Ontario and he has three more in China, a family friend told the Hamilton Spectator in April.

The same friend said Celil was in Uzbekistan in an attempt to try to get his three children out of China, but didn't explain how.

The data of Kyrgyz side also confirms that arrested is Guler Dilaver. Information of Kyrgyz law enforcement bodies on Dilaver supports claims that he can hide under names of Hussein Calil, born in 1968, Jalil Husan Siddikovich, born on 1970, and Huseyincan Celil, born in 1969.
He was wanted on Interpol line since 13 August 2002 and deputy prosecutor-general of Kyrgyz Republic signed arrest warrant in January 2001.
Examination of fingerprints of Huseyincan Celil showed that he was arrested on 10 May 1998 and was registered by National Security Service of Kyrgyz Republic as Guler Dilaver. This fact was also registered at the protocol of identification by informational-analytical department of headquarters of Kyrgyz Interior Ministry on 29 March 2006, press-uz.info reported.

        The Embassy of Uzbekistan in London has been receiving appeals of the Amnesty International members on Huseyincan Celil.

        According to the statement of the Interpol National Central Bureau in Uzbekistan, Huseyincan Celil was identified as Guler Dilaver of Turkish subject and native of Kashgar, Xinjiang Uygur Autonomous Region of China. He had been on wanted list by the Interpol on terrorism charges.

        Mr Guler Dilaver (Huseyincan Celil) was born in 1955 in Kashgar, Xinjiang Uygur Autonomous Region of China and citizen of Turkey. He was wanted by Kyrgyz law enforcement bodies for membership in terrorism groups, kidnapping, taking hostages and illegal weapon possession.

        The relevant authorities of Kyrgyzstan have also identified that the arrested was Guler Dilaver (Huseyincan Celil). According to information of Kyrgyz law enforcement bodies, Mr Dilaver (Celil) uses undercover names of Hussein Calil, born in 1968, or Calil Husan Siddikovich, born in 1970, or Huseyincan Celil, born in 1969.

        He had been on the Interpol wanted list since 13 August 2002. The warrant for his arrest was signed by the Prosecutor-General of Kyrgyz Republic in January 2001.

        Fingerprint tests of Huseyincan Celil proved that he had been arrested on 10 May 1998 and his name was registered by the National Security Service of Kyrgyz Republic as Guler Dilaver. This fact was confirmed in the protocol of identification presented by the Information and Analytical Department of Kyrgyz Interior Ministry on 29 March 2006.

        According to the Kyrgyz authorities Guler Dilaver (Huseyincan Celil) was involved in assassination of the head of Uygur society in Kyrgyz Republic on 28 March 2000 and terrorist act against the state delegation of Xinjiang Uygur Autonomous Region of China on 25 May 2000.

        Uzbekistan continues to fulfil its international obligations and adhere to international norms of human rights. Uzbekistan's further steps will be taken within the framework of its international obligations.

        Amnesty International is a respected organization and has contributed significantly to upholding the justice in human rights. However, recent appeals by the AI members in respect of Huseyincan Celil testify that the members are misleading by personality of Mr Celil, who was fugitive on terrorism charges.

        The Embassy expresses its hope that the Amnesty International UK will spread the Embassy's concern amongst its members by calling upon them to be accurate and vigilant before sending appeals on release of persons who are lawbreakers in reality.

        Uzbek authorities confirmed on Friday they have extradited a Canadian citizen to his native China, where he could be sentenced to death for alleged terrorist acts.

        The Uzbek Interior Ministry announced the extradition in a web statement, but did not say when it occurred.

        Earlier in the week, Foreign Affairs in Ottawa informed Huseyincan Celil's family it had received word that he had been extradited.

        The Uzbek statement also said Celil's fingerprints matched those of a Turkish man named Guler Dilaver, wanted for murder, terrorism and kidnapping in neighbouring Kyrgyzstan.

        A father of six, Celil, 37, was arrested in China in the mid-1990s. He escaped prison and was granted refugee status from Turkey in 2001.

        He became a Canadian citizen four years later, settling in Burlington, Ont.

        Celil was sentenced in absentia for founding a political party to work on behalf of the Uighur people, a minority ethnic group in Xinjiang province.

        Celil was detained in the Uzbekistan in March while visiting relatives of his wife, Kamila.
