This is more a legal requirement than technical discussion. You should never ever try to delay 911 call for your own good. Thats a huge liability. And what you experienced happened all the time. Here are some suggestions:

1) check your dial plan to make sure it follows best practices
2) educate end user on how to make 911 or 9911 calls
3) turn on CDR to check who made the call
4) inter digit timeout won't help here because 911 route pattern should have urgent priority checked, and as soon as it matches the first three digits - 911, it won't wait for further dialing and the call will go thru
5) in north america, there are strict rules about 911... you do not want to be sued when someone saying there is an intentional delay in establishing a 911 call

      • This timer is not related. 911 is an explicit match, no delay. If it missed up 9011, you can use 8011 instead.
        • if there is an extension like 911X or overlapping route pattern, and if 911 route pattern is without urgent priority checked, there will still be a T302 inter digit timeout
