Turn off the main water supply. Open the faucet, use flash light to check. You might need to change the bushing, a metal piece which will chip your new rubber seal if it is rusted. Hope this helps.

take a look this link. it may need to replace one of this part ( Valve Seat) in the faucet, However, it is a bit of hard to replacing it, take a look the site. if you can't fix it or no tool, get help from other.
