1st make it simple approach. does the door close tighly?check all round of the door make sure no gap.
2nd. It is not thing fancy for the fridge lower compartment. if the upper compartment (冷藏室)works fine. 1st, you may want to check the temperture adjusment damper / door, which located on the back wall inside the fridge, also check for air blow out form the damper opening. if not, the fan may not working. there is only one compressor for the fridge, and a fan withdraw the chilled air from upper compartment blows into lower compartment to keep it cool. make sure the chilled air are delivery to lower compartment. (I can't type chinese word. never learn it before only copy and paste . Can any one teach me?)
