Which offer is better?

Sorry for the English message, I am in a library now.
I received an offer from U of Waterloo, Management Sciences, graduate degree with a TA in the second term. I just got another offer from Uof T at Scarborough, undergraduate Co-op physical science program with an honor degree. I can choose the major among Computer Science, Mathematics, Biochemistry a year later after enrollment. I wish to switch to Actuarial Science later.
Which offer should I accept? Looking forward to everyone's valuable advice. Thanks.

In my opinion, U of T at Scarborough is quite different from U of T. In terms of Actuarial Science, U of Waterloo is the best in Canada. -diao_david(大卫。刁); 2002-7-31 (#665823@0)
it's quite difficult for you to switch into A.S. in UW as well since Management Science is under Facaulty of Art and A.S. is under Math. And I don't think you can switch major like that in graduate studies. -jeffrey815(Smartiecat); 2002-7-31 (#665851@0)
I would choose UW since it's a graduate degree and an M.A. from UW is certainly more attractive in any situation than a B. Sc. from U of T. The period of study is much shorter and the overall cost is much lower as well. -jeffrey815(Smartiecat); 2002-7-31 (#665855@0)
