Help on police certificate from China, just told that notarized police certificate is NOT accepted by CIC! Is it true?

In CIC's letter, it states that “All documents must be accompanied by English or French translations. When ORIGINAL documents are
requested, notarized documents are not acceptable. 所有文件必须附有与其内容相应的英文或法文翻译。如果我们要求递交的是材料原件，我们不会接
受此材料的公证件。”
CIC requests police certificate as ORIGINAL document, so notarized one without original police certificate in chinese is NOT acceptable. However, all notized police certificate follow the same standard will not include the original chinese report. In this case,should I submit original police report in Chinese accompanied by English translation?
