I have this question just because according to the definition of paramter in the textbook, I do think parameter should be a number.But in the exercises.There is always this kind of questions:Is the value 48% a parameter of a statistic.
What I mean population is uncertain is because sometimes you don't know the number of population.For example, You may don't how many people will be interested in voting.So what 's parameter when you don't know the definite number of population?Is that the same number with statistic?

      what do you mean when the population is uncertain? In any statistical studies, defining study and target population is an earlier step than coming up with the model where you introduce parameters.

          I have no idea why your text book has question like that.

          48% can be interpret as 0.48 which can be a parameter.

          For example, a model Y = b1 X1 + b2 X2 + R,

          where b1 denotes beta subscript 1, a parameter
          X1 denotes X subscript 1

          in this case, b1, which is a parameter, can take the value of 0.48 which represents 1 unit of change in X1 affect the outcome by 0.48.
