EI系统有个7年的break-even rate-setting mechanism, 目前的cycle是到2017年结束. 据最新的资料, 原来将在seven year cycle结束时, 降低的EI RATE将会开始增长. 原来保守党的计划是, 在这一个cycle的最后一年2017年时, 把rate从1.88降到1.49, 可以为企业节省下550-million的用人成本, 从而创造更多就业机会, 同时在下一个cycle开始的时候, 雇员也可以收益于低rate.
现在一张选票改变了这些, EI将会不减反涨. 小特将1.49变成了1.65. 0.16 cents per $100 一转眼就没了, 原来balance的EI revenue and expenses over seven-year cycle, 变成了 "result in an extra $2 billion per year in revenue for the government, though Trudeau said this does not amount to a tax hike in disguise".
