I don't have a TD Green Card at this moment, but here is what I found from their web's FAQ, see below.

What should I do if my TD VISA credit card is lost or stolen?

Credit cards, such as TD Visa, have an international network for handling these situations. As soon as you discover that your card is missing, call the customer service number provided with your card. For your convenience, these numbers are provided for TD Visa Cardholders below. Your card will immediately be cancelled to prevent its fraudulent use. Some cards also offer a Hot Line Card registry service to assist you in the event that your cards are lost or stolen.

If your TD Visa Card is lost or stolen please call one of the following numbers immediately:

Toll free within Canada:
1-800-9TD-VISA (1-800-983-8472)
or
(416)982-5042 (collect calls accepted)

Do all credit cards offer emergency card replacement?

In most cases, you can get your card replaced in an emergency, usually within a couple of days. All TD Visa Cards come with emergency card replacement. If this feature is important to you, make sure your card has it; if it doesn't, apply for one that does.

So, if they don't have extra fine print, you should be able to cancel and change address through their customer services. I just don't believe that TD will have this so-special-stupid card offer that anyone like you and I will finally feel uncomfortable and cancel it.             years. That means they add the fees when they think you are depended on the card. And these services is free for almost all the other Credit Card. Of course, It's a business and they keep the rights to change the subjects base on the aggreements we signed with them. But I also have the right to reject their service.

      hotline registry services是要年费的，如果你丢失了wallet，这个service可以帮你cancel所有的credit cards， with just one phone call。通常的customer service，如address change等等，所有的credit card都是free的，除非它明确说明有年费（annual fee），这个annual fee 也不是那个hotline registry service的annual fee。如果一个credit card没有annual fee，并且没有customer service（不一定24hrs though），这是极不可能的。
      当然，所有的credit card companies都希望你看不懂他们的fine print的，这样他们才有赚钱的机会。
