1.2.31. usually no, 20K covers students' living expense by doing RA or TA job, tuition is covered by prof's fund..
2. there are answer your wife have to find yourself, i.e.
possibility to get the off?
how good is the prof, career track?
how much work required by RA or TA?
3. You can worry about your questions after interview, receiving the offer.
4. Your wife has done great !!! good luck.
