Non admin users cannot start a service if I remember correctly.

这是不可能的。service的作用就是在不需要login的情况下就能运行一个session。都没有登陆,怎么可能根据用户账号做什么判断呢?除非service是设为手动,而该用户不是管理员组的。

If you are in an AD environment, this is doable. Check the link. Don't know how to accomplish this without AD.

如果是LOCAL USER, 就用LOCAL GROUP POLICY禁止该用户LOGIN AS SERVICE.如过是在AD的话, 当然就用DEFOULT DOMAIN POLICY
