Yes, both need H-4 to stay in U.S. over six months.

for Canadian Citizen,you do need H4 but don't need to pay. INS will attach I-94 on your passport when you re-enter in US, and write down H4 on your I-94, that is your H4. You don't need to go to the US consulate in Canade
