As far as I know, you won't be able to take it out without panelty. You can transfer it to your own IRA account and just leave it there as a saving untill you reach 60.

I heard from some Canadians that you have to work in US for minimum 12 years to be able to withdraw without limitation.

You can transfer from IRA to RRSP. You will pay tax to US, meanwhile you can use that as foreign credit towards you canadian income
