有道理。我倒想知道，中国有没有规定，在什么情况下应该拒绝为护照延期？中国有护照法（规定）吗？

据我所知：如果你持因私护照身在国外，且没有合法的居留身份时，通常护照是不给延期的。不过作为普通人，即便你的护照过期了，回国一般也不会遇到什么麻烦。

In general, a valid visa with a valid passport is required for your “legal stay” in US. Now Mr. Chen has a US visa without a a valid passport , which make his visa invalid and his stay is iilegal. That is Mr. Chen ‘sproblem. I guess next move of Mr. Chen would be to apply for refugee status ( for political reasons ?)to make him legal stay in US. This may be what he really wanted.

你的意思是只要使馆拒绝给你延护照，你就只好乖乖地被遣送回国？否则就是“故意想申请难民”？赫赫，这种“依法办事”恐怕会笑死人。若人家申请难民被批准了，使馆再来个突然主动送还护照，也许还能使其难民身分马上失效？真可谓是：谁定的法，可以不管。反正“依法”让你死，你就得死。

To your question, Chinese passport is governed by the Out and Entering Border Regulations of Chinese Citizen ( ? ). It is sad to see the passport is being used as a tool to control people, but now it is much better.

It is sad in deed. Looking at Mr. Chen Xiao Ping's case, can one have any reason to conclude that "now is much better"?

“Now” is 2002, which is much better than 1970s, 1980s and 1990s in China. Does anybody have any questions about this? .Another concern is Mr. Chen need tell "the truth, whole truth, nothing but truth”.
